Administration

The Town of Clayton is organized under the Council-Manager form of Government , consistent with N.C.G.S. 160A-147, Part 2. Under this structure, the Town Council, which is elected by the citizens, sets policy and selects the Chief Administrative Officer, the Town Manager. The Council also selects the Town Clerk and the Town Attorney.

Town Manager

In accordance with the Council-Manager form of government , the Town Manager implements the policies and priorities established by the Town Council. The Town Manager supervises all services and the selection of all Town employees, other than the Town Clerk and Town Attorney. The Clayton Town Manager is Steve Biggs. He was appointed in 1997 after having served four years as Town Manager in Aberdeen, North Carolina and six years as Assistant to the Town Manager and Planning Director in Wendell, North Carolina. Mr. Biggs is a 1985 graduate of North Carolina State University (NCSU) with a BA in Political Science. He obtained a Master’s Degree in Public Administration from NCSU in 1992.

Town Clerk

The Town Clerk is Sherry L. Scoggins. She is a Master Municipal Clerk (MMC), and her primary duties include:

  • attendance at all Council meetings;
  • preparation of agendas for Council meetings;
  • preparation of minutes of the actions of the Council;
  • preparation of notices of Council meetings and public hearings;
  • preparation and publishing of Town ordinances, resolutions;
  • custodian of records and legal documents pertaining to the Town;
  • administration of oaths of office.

Ms. Scoggins has a BS in Business and Management from Barton College, and an Associate in Arts Degree from Louisburg College.

Town Attorney

The Town Attorney is Bruce Thompson. He is a Partner with the firm Parker Poe Adams & Bernstein and specializes in Government and Public Policy. The Town Attorney attends all Council meetings and advises the Council on a full range of legal matters. The Town Attorney also acts as Legislative liaison for the Town with the North Carolina General Assembly. Mr. Thompson is a member of the North Carolina Bar, and a graduate of Wake Forest University, acquiring his BA degree in 1988 and his JD in 1994.
