New Road Names - Clayton Boulevard & Veterans Parkway
Effective February 10, 2025, several roadways in Johnston County will receive new names as part of the North Carolina Department of Transportation's redesignation of US 70 Bypass to Interstate 42 (I-42). These changes include renaming NC 42 West to Veterans Parkway, US 70 Business to Clayton Boulevard, and a portion of S Lombard Street to Veterans Parkway. The updates aim to ensure consistency, improve navigation, and mitigate any public safety concerns arising from the redesignation. Road Renaming Impacts
Effective Date: February 10, 2025
NC 42 West will be renamed Veterans Parkway to avoid future address changes due to planned state highway redesignations. The renaming honors veterans, following public meetings in Clayton and Cleveland communities.
Address Impact:
- Only the street name will change; house/building numbers will remain the same.
- Example: 555 NC 42 West → 555 Veterans Parkway
Reason for Change:
I-42 designation requires a new state highway designation for NC 42 W, which will become NC 36.
Key Ordinance Adoption:
Adopted by the Johnston County Board of Commissioners on January 16, 2024.
Effective Date: February 10, 2025
US 70 Business will be renamed Clayton Boulevard, reflecting the town's identity while ensuring the new name will not require future changes.
Address Impact:
- Only the street name will change; house/building numbers will remain the same.
- Example: 555 US 70 Business → 555 Clayton Boulevard
Reason for Change:
The redesignation of US 70 Bypass to I-42 means US 70 Business cannot continue under its current designation.
Key Ordinance Adoption:
Adopted by the Clayton Town Council in partnership with Johnston County on February 5, 2024.
Effective Date: February 10, 2025
A portion of S Lombard Street west of the US 70 Business underpass will also be renamed Veterans Parkway to provide clear and consistent road names for emergency responders.
Address Impact:
- Both the street name and house number will change.
- Example: 1012 S Lombard Street → 436 Veterans Parkway (See interactive map for new address)
Reason for Change:
To align with the NC 42 West renaming and improve address clarity.

Adopted by the Clayton Town Council in partnership with Johnston County on February 5, 2024.
WHY ARE THE ROAD NAMES CHANGING?
As part of the North Carolina Department of Transportation’s (NCDOT) effort to improve transportation infrastructure and safety, several roadways in Johnston County, including those in the Town of Clayton, will undergo important redesignations. These changes are necessary due to the upcoming upgrade of US 70 Bypass to Interstate 42 (I-42).
To better understand the reasons for these changes, we’ve divided the information into two parts:
- NCDOT’s role and the technical designations
- How the Town of Clayton and Johnston County are working to minimize the impact on residents and businesses
Both pieces of information are important for gaining a complete understanding of the changes.
NCDOT’s Role in the Road Redesignations
NCDOT is tasked with updating road names and designations to align with the new Interstate 42 (I-42). The changes are necessary for public safety and to meet federal and state guidelines for road systems. Here’s a breakdown of what’s happening:
- The New Interstate Designation
The RED LINE on the map (Figure 1) shows the route of the new I-42. This interstate will replace the current US 70 from the county line to the intersection of US 70 Business and US 70. - Why US 70 Business is Affected
Since US 70 will become I-42, the existing US 70 Business designation cannot remain because there will no longer be a “parent” US 70. The BLUE LINE on the map (Figure 1) indicates where US 70 Business will be redesignated as part of US 70. - Addressing Confusion Between NC 42 W and I-42
For public safety, it’s essential to avoid having both NC 42 and I-42 in the same region. To resolve this, the ORANGE LINE shows roads that will become part of NC 36, including:- NC 42 W between NC 50 and US 70
- US 70 between NC 42 W and Ranch Road (Technically this stretch will be I-42/NC 36)
- Ranch Road (once completed) between US 70 and US 70 Business
- Removal of Certain Road Designations
- The GREEN LINE represents where the NC 42 W designation will be removed (NC 50 to US 70 Business)
- The PURPLE LINE represents the removal of the US 70 designation.
The Role of the Town of Clayton and Johnston County
We understand that these changes will impact residents and businesses along the affected roadways. The Town of Clayton and Johnston County have worked together to minimize the disruption while also preventing future issues. Here’s what’s being done:
- Permanent Road Names for Stability
If we name these affected roads now, their names will remain unchanged regardless of future NCDOT redesignations. This ensures long-term stability for residents and businesses. As a result:
• NC 42 W will become Veterans Parkway
• US 70 Business will become Clayton Boulevard - Collaboration for Clearer Navigation
The renaming not only addresses technical requirements but also provides clearer navigation and honors our veterans.
How Will These Changes Look on the Map?
The second map (Figure 2) illustrates how the new road names will align with the redesignations:
- The RED LINE shows the portion of US 70 Business that will be renamed Clayton Boulevard.
- The BLUE LINE shows the portion of NC 42 W that will be renamed Veterans Parkway.
- The GREEN LINE shows the portion of Lombard Street that will also be renamed Veterans Parkway.

- Can I go ahead and start updating my address with my Bank, Amazon, Insurance Company, etc.?

We have had conversations with the USPS Address Management Specialist in Raleigh. They have started making updates in their system to permanently link the old and new addresses, so there will be a buffer to ensure mail delivery well past Feb. 10. The preliminary changes in their system should start working no later than Feb. 1, according to the information we’ve been provided. We would recommend waiting until then to ensure there is no interruption in services.
- Do I need to fill out a Change of Address Form with the post office?

No. The Town of Clayton and Johnston County have worked with the US Post Office to make this transition as seamless as possible for businesses and residents impacted by the change. However, please make sure to update your address with any vendors mailing you letters, bills or packages. If you have any mail delivery concerns, please reach out to your local post office.
- I believe I am affected, but my address is not showing up on your map. What should I do?

- What about Johnston County 9-1-1? Are they aware of the change?

Yes, Johnston County 9-1-1 has actively participated in our coordination meetings and is fully prepared for the road name changes.
- Will I need to update my Town of Clayton utilities account?

No, you do not need to contact us to update your address on your Town of Clayton utilities account. Our system will automatically handle this update for you.
This applies only to Town of Clayton utilities. Please remember to update your address with other service providers, such as Duke Energy, cable/internet providers, Aqua, etc.
Note: If you did not receive this address change notification via email or text, please update your contact information at ClaytonNC.org/UpdateInfo.
- Will navigation apps, like Google Maps and Apple Maps, be updated?

Yes, the Town of Clayton, Johnston County, and NCDOT are coordinating with navigation app providers to update the road names. However, please note that these apps are managed by third-party companies, and it may take some time for the updates to be reflected.
- Is NC-42 East changing names?

No, NC-42 East, which runs past Clayton Fire Station 2, Glen Laurel Road, and through the Flowers Community, will not be renamed to Veterans Parkway. This portion of NC-42 will remain unchanged and is not affected by the road renaming.
- Is all of NC-42 becoming NC-36 in Johnston County?

A portion of NC-42 West is being redesignated as NC-36, but not all of it.
The following roads will make up the new NC-36. See the map below for a visual representation.
- NC 42 between NC 50 and US 70
- US 70 between NC 42 and Ranch Road (Technically this stretch will be I-42/NC 36)
- Ranch Road (once completed) between US 70 and US 70 Business
