Financial Benefits
The Town of Clayton offers a competitive salary package with paychecks coming biweekly directly into your bank account.
Pending Town Council approval employees may also receive Cost of Living Adjustments (COLA) and full-time employees may qualify for a merit raise and are eligible for a longevity check for $100 a year for every year of service.
Any full-time employee who has completed their six (6) month introductory period may be approved for tuition assistance in the form of reimbursement. An employee can be reimbursed up to the annual limit for successfully completing coursework that is directly related to an employee’s current position, or for classes that prepare employees for promotions or transfers to other positions with the Town. Regular Full-time employees are eligible for up to $2,000.00 in tuition reimbursement per fiscal year, for courses that are completed in that fiscal year.
Employees are reimbursed up to $240 per year for active membership to a fitness or weight management facility.
Medical Benefits
NC State Health Care Plan (SHP)
The Town of Clayton provides health insurance through North Carolina's State Health Plan, which is administered by Aetna. Town Council has voted to contribute significantly toward that group health insurance for all individual regular full-time employees. Employees may purchase dependent coverage - while the employee assumes the cost for dependent coverage, Council does make a contribution toward family coverage as well.
Delta Dental
The Town currently offers FREE dental coverage for regular full-time employees. The Town offers dependent coverage for an additional cost to the employee.
The Town of Clayton provides employees and family members with FREE, confidential short-term counseling to help resolve financial, marriage, parenting, stress and other problems that may impact their work or personal lives.
P&A Group
Employees are offered the option to participate in Flexible Spending Accounts, which provide a way to save federal, state and social security taxes on eligible medical and dependent care expenses.

Allstate
Allstate offers a level of income replacement if an eligible employee is unable to work due to disability.
Superior Vision
The Town offers a voluntary supplemental vision benefit through Superior Vision for employees and dependents. The plan offers discounted vision care services as well as a hardware allowance for contacts or glasses through a provider network.
All Town employees (full-time and part-time) are covered under the NC. Worker's Compensation Act. Responsibility for claiming compensation under the Workers Compensation Act is on the injured employee.
Retirement Benefits
N.C. Local Government Employees' Retirement System
The Town participates in the North Carolina Local Governmental Employees' Retirement System starting the first day of your employment. The 6% employee contribution is automatically applied, and all eligible employees are enrolled upon hire. The Town contributes 13.64% for full-time employees and 15.04% for law enforcement officers as of 1/1/2025.
There is also an optional supplemental retirement through Empower (formerly Prudential). There is a 401k and 457b plan option. As of 1/1/2024, the Town contributes 5% to the 401k enrollment for all employees, even if there is no employee contribution. There is no employer contribution to 457b.
Time Off
The Town observes the following paid holidays (subject to Town Council approval annually):

The birthday leave policy provides employees with a paid day off within their birth month to celebrate their birthday. It’s a way to recognize and celebrate employees on their special day without requiring them to use other leave.
The Town of Clayton offers up to four weeks of Paid Parental Leave to full-time employees who have worked for the Town for at least 12 months prior to the birth or adoption of their child.
Town employees accrue 12 paid sick leave days per year. There is no limit on the number of days accumulated.
Employees can accumulate vacation leave without any applicable maximum until December 31 of each year. At that time, any hours over 240 are converted to sick leave.

The Town of Clayton offers a Safety Day, a paid day off with supervisor approval, to employees who complete a full fiscal year without a workplace injury that is their fault.
This benefit is one of the ways we recognize and reward a commitment to workplace safety.
The Town of Clayton provides Wellness Hours to support employee health and wellbeing. Full-time employees receive 4 hours, and permanent part-time employees receive 2 hours each year to use for their own preventative care appointments. These hours can be used all at once or split into smaller increments as needed. They are intended for preventative visits only and do not apply to sick visits or appointments for family members.
Employees also have the opportunity to earn a wellness day off by participating in healthy activities throughout the year. Those who reach the designated point goal receive a paid day off that can be used however they choose.
Community Benefits
The Town of Clayton provides full-time employees with free access to the Clayton Community Center. This includes use of the indoor track, gym, ellipticals, stationary bikes, resistance machines, step mills, and rowers.
This benefit supports employee wellness by making it easier to stay active and healthy. Programs, classes, and rentals are also available for an additional cost.
N.C. Local Government Employees' Credit Union
All employees have the opportunity to join the NC Local Government Employees' Credit Union.
The Hocutt-Ellington Memorial Library is the Town’s public library, offering a wide range of books, digital resources, programs, and community services for all ages.
Full-time Town of Clayton employees are eligible for a free library card, providing access to the library’s full collection and services. This benefit supports lifelong learning and encourages employees to explore everything the library has to offer.
The Clayton Center is the Town’s premier performing arts and event venue, located in the same building as Town Hall. It hosts a variety of concerts, comedy shows, and cultural events throughout the year.
The Clayton Center offers full-time Town of Clayton employees a 10% discount on tickets to performances in the See It Live! series. This benefit encourages employees to enjoy and support local arts and entertainment right in the heart of downtown.
